‘Gender’ Cannot Trump Biology: Athletics Associations Reject Trans Agenda
Aug 14, 2025 by FACT
On February 5, National Girls & Women in Sports Day, President Trump declared that the “war on women’s sports is over” after signing an executive order banning biological men from competing in women’s sports at all taxpayer-funded schools. Since that day, the conservative movement has scored win after win for female athletes. Not only are policies changing, but so is public perception – CNN reported on air that 79% of Americans oppose allowing biological men to compete in women’s sports. Here are four major wins accomplished this year:
The day after President Trump signed the “Keeping Men Out of Women’s Sports” executive order, the National Collegiate Athletic Association (NCAA) updated its guidelines, limiting “competition in women's sports to student-athletes assigned female at birth only.”
The NCAA, which has been at the forefront of the transgender athlete controversy, oversees more than 530,000 student-athletes across the country and previously allowed biological men to compete in women’s sports and share private spaces with women and girls if they “identified” as a female.
"We strongly believe that clear, consistent and uniform eligibility standards would best serve today's student-athletes instead of a patchwork of conflicting state laws and court decisions. To that end, President Trump's order provides a clear, national standard,” the NCAA noted.
The University of Pennsylvania made headlines in 2022 when a biological man, William “Lia” Thomas, became the first transgender athlete to win an NCAA Division I championship, overshadowing dozens of deserving female athletes, including Riley Gaines. Three years later, the University is finally taking steps to rectify the damage that was done.
On July 1, UPenn agreed to overhaul its transgender athlete policy and make amends for the hundreds of women who were disadvantaged by the previous policy as part of a settlement to a federal civil rights case brought against the school by the U.S. Education Department. They agreed to:
“Thanks to the leadership of President Trump, UPenn has agreed both to apologize for its past Title IX violations and to ensure that women’s sports are protected at the University for future generations of female athletes,” Secretary of Education Linda McMahon declared.
Last month, the U.S. Olympic and Paralympic Committee (USOPC) reluctantly altered its transgender athlete policy to comply with Trump’s executive order after holding “a series of respectful and constructive conversations with federal officials.”
The New York Times reported:
U.S.A. Fencing was one of the first organizations to announce a trickle-down policy change, albeit with an equal amount of reluctance.
We are incredibly thankful that the Trump administration’s stance will protect female athletes at the 2028 Summer Olympics hosted in Los Angeles. Not only will athletes compete on a fair playing field thanks to these policy changes, but our nation will set an excellent example on the world stage in support of biological truth.
At the end of July, the international governing body for track & field, World Athletics, announced that all individuals seeking to participate in female athletics programs must undergo genetic testing to ensure they are biologically female. A statement from the organization explained the new process:
The SRY gene is located on the Y chromosome, causing male development. This highly accurate form of genetic testing should ensure that only biological females will compete in female divisions. World Athletics President Sebastian Coe shared a refreshing perspective following the new policy announcement:
This is an incredibly encouraging statement from an international leader in athletics – we hope his viewpoint catches on!

NCAA Updates Trans Athlete Policy
The day after President Trump signed the “Keeping Men Out of Women’s Sports” executive order, the National Collegiate Athletic Association (NCAA) updated its guidelines, limiting “competition in women's sports to student-athletes assigned female at birth only.”
The NCAA, which has been at the forefront of the transgender athlete controversy, oversees more than 530,000 student-athletes across the country and previously allowed biological men to compete in women’s sports and share private spaces with women and girls if they “identified” as a female.

UPenn Reverses Trans Athlete Policy
- Strip William “Lia” Thomas of all records and titles attained while competing in female athletic programs.
- Restore all Division I records and titles to female athletes whose victories were stolen by male athletes.
- Issue formal apologies to athletes who “experienced a competitive disadvantage or experienced anxiety because of the policies in effect at the time."
“Thanks to the leadership of President Trump, UPenn has agreed both to apologize for its past Title IX violations and to ensure that women’s sports are protected at the University for future generations of female athletes,” Secretary of Education Linda McMahon declared.
US Olympics Bans Men in Women’s Sports
Last month, the U.S. Olympic and Paralympic Committee (USOPC) reluctantly altered its transgender athlete policy to comply with Trump’s executive order after holding “a series of respectful and constructive conversations with federal officials.”
The New York Times reported:
The new policy, expressed in a short, vaguely worded paragraph, is tucked under the category of “USOPC Athlete Safety Policy” on the site, and does not include details of how the ban will work. Nor does the new policy include the word “transgender” or the title of Mr. Trump’s executive order, “Keeping Men Out of Women’s Sports,” referring to it instead as “Executive Order 14201.”
The USOPC policy change will have a domino effect on other national governing bodies (NGBs) of sports federations, which are required to fall in line with the Olympics’ official policies. The USOPC sent a letter to the “Team USA Community,” explaining that “as a federally chartered organization, we have an obligation to comply with federal expectations.” The organization’s less-than-subtle statements have made clear that without pressure from the Trump administration, the USOPC would be moving full steam ahead in allowing biological men to take advantage of female athletes.U.S.A. Fencing was one of the first organizations to announce a trickle-down policy change, albeit with an equal amount of reluctance.
“I’m not going to try to oppose the U.S.O.P.C. because I understand that they’ve been put in an impossible situation by the administration,” Chief Executive of U.S.A. Fencing Phil Andrews admitted. “We essentially have no choice but to change the rules because once the U.S.O.P.C. says, ‘This is now the policy of all of our N.G.B.s,’ we all have to follow it.”
World Athletics Requires Genetic Tests
At the end of July, the international governing body for track & field, World Athletics, announced that all individuals seeking to participate in female athletics programs must undergo genetic testing to ensure they are biologically female. A statement from the organization explained the new process:
All athletes wishing to compete in the female category at the World Championships are required to undergo a once-in-a-lifetime test for the SRY gene – a reliable proxy for determining biological sex. This is to be conducted via a cheek swab or blood test, whichever is more convenient.
The SRY gene is located on the Y chromosome, causing male development. This highly accurate form of genetic testing should ensure that only biological females will compete in female divisions. World Athletics President Sebastian Coe shared a refreshing perspective following the new policy announcement:
The philosophy that we hold dear in World Athletics is the protection and the promotion of the integrity of women's sport. It is really important in a sport that is permanently trying to attract more women that they enter a sport believing there is no biological glass ceiling. The test to confirm biological sex is a very important step in ensuring this is the case. We are saying, at [the] elite level, for you to compete in the female category, you have to be biologically female. It was always very clear to me and the World Athletics Council that gender cannot trump biology.
This is an incredibly encouraging statement from an international leader in athletics – we hope his viewpoint catches on!
